December 7, 2004


The meeting of the Hull Board of Selectmen was called to order at 7:41 pm on Tuesday evening, December 7, 2004 at the Hull Municipal Building, 253 Atlantic Avenue, Hull, Massachusetts.

Present:  John Reilly, Chairman; Gerard McLaughlin, Vice Chairman; Christopher Olivieri, Clerk; Leonard Hersch and Joan Meschino, Members.  Also present were: Christopher McCabe, Town Manager and James Lampke, Town Counsel.

        Chairman Reilly opened the meeting with a moment of silence in memory of Pearl Harbor Day and in recognition of all those who served and those who gave their lives to defend us during World War II.

MINUTES

MOVED-Olivieri: To accept the minutes of October 19, October 26, and September 9, 2004 as presented.
SECOND-Meschino
VOTE: Unanimous in favor

MOVED-Olivieri: To accept the executive session minutes of November 9, and November 16, 2004 as presented

LICENSE RENEWALS
(All approvals were subject to passing inspections and payments of all taxes)

1.      Unanimously approved an All Alcoholic Package Store License to Nantasket Liquors, Inc., Edward H. Salant, Manager, 379 Nantasket Avenue on a motion by Reilly, seconded by Hersch.  

Unanimously approved the following licenses renewals on a motion by Reilly, seconded by Olivieri.

19.     Class II Auto Sales License to Kenneth L. Brown dba Nantasket Auto Sales, 404 Nantasket Avenue.

17.     Approved a Fascination Game of Skill to Leonard Hersch dba Fascination, 189C Nantasket Avenue. (Hersch abstained)

18.     Held for a name change a Common Victualer License to Trang Dang dba Lucky Stars Chinese Restaurant, 385 Nantasket Avenue.

        Reilly announced that the Board would go into executive session to discuss deployment of security personnel.  Hersch objected stating he did not understand why the subject of appointing an interim captain should require an executive session.

        Reilly said there were issues to discuss and asked if other Members objected, and there were none.  He told Hersch his objection would be reflected in the minutes.     

MOVED-McLaughlin:       To go into executive session to discuss deployment of security personnel and to reopen in public session.

        The Board moved into executive session at 8:03 pm and returned to open session at 8:32 pm.

MOVED-McLaughlin:       To appoint Robert C. Sawtelle as Acting Captain retroactive from November 29 to December 26, 2004 pending the return to duty of Captain DiMarzio

        The Board moved into executive session at 8:35 pm and returned to open session at 9:00 pm.

        The Board took under advisement a request from the Board of Appeals to increase its fees from $200. to $300. per application and to increase the stipend paid for each decision from $10.00 to $20.00 for the three Members who participate.

7:45 pm Town Manager - re: Performance Evaluation, Goals and Objectives

        McCabe presented a written performance report dated July 15, 2004, previously rescheduled by the Board.

        He spoke about his tenure for the last 18 Months that began during a depressed economy, but by implementing budget cuts the Town
        McCabe praised the Advisory Board, Arthur Flavin, the recently appointed Treasurer/Collector, and Ann MacNaughton, the recently appointed Town Accountant.

        He listed a number of financial, personnel, and completed projects that have been achieved under his management (Pages 4-6 of his report).

        McCabe cited a number of goals and objectives (Pages 6-7) with the budget, municipal building repairs, and working toward completion of on-going projects.  He said it is his intent to restore two firefighters, one Police Officer and two Highway Laborer positions lost through layoffs.  In answer to a question from Olivieri, he responded that he is not in favor of rehiring a Human Resource employee, as he has been serving in that capacity with the help of his Executive Administrator, Nancy Allen.  Both Meschino and McLaughlin disagreed stating they thought the position to be important.

MOVED-Olivieri: To go into executive session on negotiations with non-union personnel and that they may reopen.
